How to Download and Verify a TESDA e-Certificate
- Nico Vela
- 22 Oct 2026
These are two different documents. The Certificate of Completion, or e-certificate, is inside your TESDA Online Program (TOP) account after you finish the course. A National Certificate (NC) or Certificate of Competency (COC) is separate. That is what an employer looks up in the Registry of Certified Workers.
A TOP completion certificate does not appear in that registry. The registry lists certified workers who hold an NC or COC.
SiteDecide is an independent educational information resource and is not affiliated with TESDA. The steps below were checked against TESDA’s official pages on 22 October 2026. Follow the labels on the live page if the form has changed.
If you are still choosing a course, start with the free TESDA online courses guide. For assessment toward an NC, read How to Get a National Certificate After a TESDA Online Course.
Which certificate are you getting?
| Document | Where it comes from | What it shows |
|---|---|---|
| Certificate of Completion / e-certificate | A finished TOP course on e-tesda.gov.ph | You completed the online training |
| National Certificate (NC) | Passing assessment for a full qualification | Competence in the full qualification |
| Certificate of Competency (COC) | Passing assessment for one unit or a cluster of units | Competence in only part of a qualification |
The TOP FAQ says you get a Certificate of Completion once you finish the course. If you are ready, you may take a face-to-face assessment at a TESDA-accredited assessment center for National Certification. The completion certificate is not automatically an NC.
How to download the Certificate of Completion
Use the account that took the course. TOP has no tuition, and there is no separate fee to download the completion certificate.
- Open https://e-tesda.gov.ph and log in. If you forgot the password, use the forgot-password page and enter the username or email for that account.
- Finish the course in that account first. The certificate is not available while required parts of the course are still incomplete.
- Open the finished course. The Certificate of Completion is generated there. An older copy of the FAQ on a TESDA training site said to click the Certificate of Completion button to view or print it. The current FAQ on e-tesda.gov.ph no longer lists that button. Look for the Certificate of Completion inside the course you finished, then save or print it from that page.
- If the course page says the course is still in alpha testing and the Certificate of Completion is not yet available, there is nothing to download yet.
Requirements are not the same in every course. TESDA’s instructions for Basic Bookkeeping for SK Treasurers say learners need 80% on the summative assessment before they can generate the certificate. That 80% applies to that course. Follow the activities in your own course. Do not assume every TOP course uses 80% as the passing score.
TOP’s How To explains how to create an account, enroll, and use the mobile app. It does not include a separate certificate-download guide. If you cannot find the certificate in the app, open the course in a browser.
If you have finished what the course requires and the certificate is still missing, use the contacts in the TOP FAQ:
- Email: tesdaonlineprogram@tesda.gov.ph
- Telephone listed in the FAQ: (+632) 893-8297
The footer on e-tesda.gov.ph also lists (02) 8887-7777. Use the contact shown on the official site when you ask for help.
Do not pay a Facebook page or a fixer to “process” the completion certificate. The document comes from your official account.
How an employer checks an NC or COC
This check is for an NC or COC. It does not verify a TOP completion certificate.
- Open the Registry of Certified Workers.
- Use the issue date on the certificate. For 2017 or later, choose 2017 Onwards Issuance. For 2016 or earlier, choose 2016 Issuance and Earlier.
- Fill in the four fields. Each one was required on 22 October 2026:
- Last name
- First name
- First four characters of the certificate number
- Last four characters of the certificate number
- Use the spelling on the certificate. On the 2016 form, the label says “and/or Filter by,” but the certificate fields are still required. Do not leave them blank.
TESDA’s assessment FAQ says the registry can be searched by name, certificate number, or qualification. The form open on 22 October 2026 asks for the name and parts of the certificate number. It does not offer a qualification-only search. Follow the form in front of you.
Compare the result with the name and certificate number on the document. If no record matches, do not treat the certificate as confirmed. The spelling may be off, the wrong year’s registry may be open, or a newly issued certificate may not be in the public record yet.
The FAQ says an NC or COC is valid for five years. Check the date on the certificate as well. Renewal is a separate process at the TESDA office that issued it. That process is explained in the National Certificate guide.
When the public search is not enough
The 2025 Citizen’s Charter describes a separate verification service. There is no fee. A certified worker, an HR officer, a company owner or representative, or an authorized person may request it.
- Walk-in: bring the original NC or COC. A representative also needs an authorization letter or a Special Power of Attorney, plus the representative’s valid ID. TESDA checks the record in the registry and gives a printout.
- Email: send a request with a scanned copy of the NC or COC. TESDA sends a screenshot of the verification result.
Those service steps do not name a dedicated email address. For TESDA inquiries, the directory lists contactcenter@tesda.gov.ph and (02) 8887-7777. The text number is 0917-479-4370.
If the request is for a Certificate of Authentication and Verification (CAV), that is separate from the public registry search. Ask the TESDA office that issued the NC or COC.
Frequently asked questions
Is the TOP certificate download free?
Yes. TOP has no tuition, and there is no download fee for the Certificate of Completion. It is not an NC or a COC.
Where do you verify a Certificate of Completion?
In the official account that took the course, on e-tesda.gov.ph. It is not searched in the Registry of Certified Workers.
How does an employer check an NC or COC?
In the Registry of Certified Workers. Choose 2017 onwards or 2016 and earlier based on the issue date, then enter the last name, first name, and the first four and last four characters of the certificate number.
Why is there no matching record?
The spelling may be wrong, the registry for that issue year may be the other one, or the certificate may not be in the public record yet. Do not treat the document as confirmed until a record matches, or until TESDA verifies it.
