Free TESDA Online Courses with Certificates: Updated List (2026)

Yes, Filipinos can take skills training with no tuition through the TESDA Online Program (TOP). TOP is the free online learning platform of the Technical Education and Skills Development Authority (TESDA). After you finish a course, you may receive an electronic certificate of completion (e-certificate). That is different from a National Certificate (NC), which requires a separate competency assessment at an accredited assessment center.

This guide is for students, job seekers, OFWs, working professionals, and anyone who wants to build skills. SiteDecide is an independent educational information resource and is not affiliated with TESDA. Always check the official site: https://e-tesda.gov.ph.

If you want a training slot with an allowance, that is a TESDA scholarship, not TOP. The free TESDA face-to-face scholarship guide explains the difference and the official application page.

What is the TESDA Online Program?

TESDA describes TOP as a website with free online courses for technical education and skills development. TESDA calls these Massive Open Online Courses (MOOCs), meaning online courses open to many people. The program is meant to make TVET easier for Filipinos to reach, on their own time and in their own place.

Through TOP, you can:

  • Study online with no tuition
  • Learn at your own pace
  • Open lessons when you have time
  • Prepare for work or skills upgrading

You need an internet connection and a device, such as a computer, tablet, or smartphone. TESDA also offers blended learning through the Multi-Regional TESDA Online Program (MRTOP) at some TESDA Technology Institutions. That training has both online and face-to-face parts.

Do TESDA online courses include certificates?

TOP completers may receive an e-certificate of completion, according to TESDA. That document is not automatically a National Certificate. How to download it from the official account, and how to check an NC or COC in the registry, is in How to Download and Verify a TESDA e-Certificate.

Keep these separate:

DocumentHow you get itWhat it shows
Certificate of Completion / e-certificateFinish the online course in TOPYou completed the online training
National Certificate (NC)Pass TESDA competency assessment for a full qualificationCompetence in all units of a qualification
Certificate of Competency (COC)Pass assessment for one unit or a cluster (group) of unitsCompetence in only part of a qualification

An NC or COC is issued after assessment at a TESDA-accredited assessment center, TESDA office, or TESDA TVET assessment center. There is an assessment fee, based on fees set by the TESDA Board. That fee is separate from free online enrollment.

If an employer requires an NC, complete the related TOP course when one exists, prepare, then apply for assessment. See TESDA’s Assessment and Certification FAQ, the application steps, and how to get a National Certificate after a TESDA online course.

Some courses in the catalog come from partners, including Amazon Web Services, Google, Microsoft, IBM SkillsBuild, Khan Academy, HP LIFE, and the International Labour Organization. If a partner course title includes “certified,” finishing it in TOP is not a TESDA National Certificate, and it does not replace that partner’s own exam or credential. Read the course page on e-tesda.gov.ph before you enroll.

Who can enroll?

TESDA describes TOP as a program for Filipino citizens, including students, out-of-school youth, unemployed adults, local and overseas workers, and professionals who want training on their own schedule.

There is no tuition to access TOP courses. Some qualifications have their own entry requirements. Those rules are written in the Training Regulations, the official rules for each qualification. Read the course page before you enroll.

Can I study on a phone?

Yes. You can open e-tesda.gov.ph in a browser on an Android phone, iPhone, tablet, laptop, or desktop.

TESDA also provides a TESDA Online Program mobile app. The TOP website links to the mobile app, and TESDA has previously said the program can be accessed through Google Play and the App Store.

What you get from TOP

  • Free online courses, with no tuition
  • Self-paced study, even if you are far from a training center
  • An e-certificate of completion when the finished course provides one
  • The option to be assessed for an NC or COC if you want one
  • Courses in agriculture, construction, ICT, tourism, health care, entrepreneurship, and more

A job is not guaranteed after the course. Skills and a certificate can help, but hiring still depends on the employer, your experience, and the jobs available where you are.

Updated list of free TESDA online courses

The list below comes from the official TOP course catalog at e-tesda.gov.ph/course as of 21 October 2026. It covers the public course sectors on the catalog. TESDA also lists internal training for its own employees; that is not included here.

Use the list to see what TESDA had published on that date. It is not a promise that every item includes an e-certificate, is still open, or leads to an NC.

How to read each group:

  • A name such as Cookery NC II is a folder for a qualification or topic. The lines under it are the course modules published in that folder.
  • A line with no modules under it is a course card in the catalog, not a folder with visible modules.
  • NC in a folder name is the title of a TESDA qualification. Finishing the online modules is not automatically a National Certificate.
  • Partner folders are included because they appear in the public catalog. They are not TESDA qualifications unless the course page says so.

The catalog changes, so check the official site before you enroll.
