How to Get a National Certificate After a TESDA Online Course

Finishing a TESDA online course does not automatically give you a National Certificate (NC). You may receive an electronic certificate of completion, or e-certificate, when you finish a course in the TESDA Online Program (TOP). TESDA issues an NC after you pass competency assessment for a full qualification.

Assessment happens at a TESDA-accredited assessment center, a TESDA office, or a TESDA TVET assessment center. There is an assessment fee. That fee is separate from free enrollment on e-tesda.gov.ph.

SiteDecide is an independent educational information resource and is not affiliated with TESDA. The steps below follow TESDA’s published procedure for regular qualifications. Confirm the schedule, the center’s copy of the requirements, and the fee with the assessment center or TESDA office before you pay.

What is the difference between an e-certificate and an NC?

DocumentHow you get itWhat it shows
Certificate of Completion / e-certificateFinish the online course in TOPYou completed the online training
National Certificate (NC)Pass assessment for every unit in a qualificationCompetence in the full qualification
Certificate of Competency (COC)Pass assessment for one unit or a cluster of unitsCompetence in only part of a qualification

TESDA’s assessment and certification FAQ says an NC or COC is valid for five years. Check the date printed on your certificate as well.

Renewal is not automatic. Apply at the TESDA District or Provincial Office that issued the certificate. On the steps page, a new Training Regulation means you take another competency assessment under that TR. If there is no new TR, renewal follows your request and a check of your record in the Registry of Workers Assessed and Certified. There is a renewal fee, and the issuing office gives the release date.

The 2025 Citizen’s Charter describes a separate renewal service. In that service, TESDA checks the record, you pay a processing fee, and an e-certificate may be sent to you. The two published procedures do not match in every detail. Ask the issuing office which one applies to your qualification.

If you are abroad and already hold an NC or COC, the legit guide explains that separately.

Does every TESDA online course lead to an NC?

Assessment covers qualifications that have promulgated Training Regulations. A Training Regulation is TESDA’s official document for a qualification. It states the skills required and how those skills are assessed.

Before you look for a center:

TESDA’s documentary requirements for a new applicant do not include the TOP e-certificate. Students, workers, and anyone who wants to find out their qualification level may apply. TOP helps when the lessons match the qualification. It does not replace assessment.

How to find an accredited assessment center

  1. Choose the exact qualification, not only the name of one online module.
  2. Open TESDA’s Assessment Centers page. To search by qualification, region, and province, use the Assessment Center Index.
  3. Check the center name, region, province, and address. Open that center’s qualifications and look for yours. Accreditation for a different course does not mean the center can assess your qualification.
  4. Visit or call the center, or the TESDA District or Provincial Office near you. Ask whether a schedule is open. The index lists accredited centers. It is not a booking page for this week’s slots.
  5. Apply there. TESDA says you may apply at a private TESDA-accredited assessment center, a TESDA Regional or Provincial Office, or a TESDA TVET institution that is an assessment center.

Do not pay a Facebook page or a fixer that offers to process your NC. Pay the assessment fee at the assessment center cashier and keep the official receipt.

If you also need a training center, or you want to compare a registered program with an accredited assessment center before you pay, the full steps are in How to Find a TESDA Training Center and Assessment Center.

For general inquiries, the Call Center Unit in the TESDA directory is contactcenter@tesda.gov.ph, (02) 8887-7777, and (02) 8832-3781. The Citizen’s Charter also lists the text number 0917-479-4370. Assessment schedules come from the center or the provincial office.

What to bring

TESDA’s published checklists do not match. Get the list from the assessment center or TESDA office before you have photos taken.

The steps page and the FAQ both ask for a completed application form and the Self-Assessment Guide for the qualification. The photo requirements differ:

Published pagePhotos and other documents
Steps for a new applicant3 colored passport-size photos, white background, collared shirt, name on the back
FAQ3 passport-size photos with your name on the back. It does not repeat color, a white background, or a collar
Citizen’s Charter 2025, provincial Application for Assessment and Certification2 passport-size photos, white background, collared shirt, and a name tag; a photocopy of your birth certificate; a photocopy of a government ID with your photo and date of birth; an employment or training certificate when one applies

On the steps page, bring the admission slip on assessment day. It shows the date and venue. When you claim the certificate, bring the Competency Assessment Result Summary (CARS), the official receipt from the assessment center, and a valid ID.

The Self-Assessment Guide, or SAG, is a pre-assessment tool. It is a skills checklist for that qualification, so you and the assessor can see what you can already do and where the gaps are. TESDA publishes downloadable Self-Assessment Guides. Download the guide for the exact qualification. The center can also give you the form.

When you claim the certificate:

  • TESDA releases the NC or COC directly to the applicant.
  • A representative needs a Special Power of Attorney (SPA) from you.
  • Bring the CARS, the official receipt, and a valid ID.

TESDA says falsification or fraudulent duplication of documents can disqualify you.

The assessment fee is separate from free TOP enrollment

Registering and enrolling in TOP is free. The assessment is not included.

TESDA states that:

  • The assessment fee follows the schedule promulgated by the TESDA Board.
  • A private TESDA-accredited assessment center may collect that fee, based on the promulgated amount for the qualification.
  • You pay at the assessment center cashier and receive an official receipt and an admission slip.

The amount depends on the qualification. Check the Promulgated Assessment Fees list, then confirm the amount with the center before you pay. The charge should match the official fee for that qualification.

Other costs are also separate from tuition: travel to the center, ID photos, and the internet you used while studying on TOP.

How assessment works, and when you can claim the NC

TESDA’s steps for a new applicant in a regular qualification are:

  1. Go to an accredited assessment center or a TESDA District or Provincial Office and apply.
  2. Submit the application form, the completed Self-Assessment Guide, and the photos the center or TESDA office asks for.
  3. Pay the assessment fee at the cashier. Keep the official receipt and the admission slip.
  4. Attend on the date and at the venue printed on the admission slip. Bring the admission slip.
  5. Get your Competency Assessment Result Summary (CARS) at the assessment center. That is your assessment result.
  6. If you pass, apply for certification at the TESDA District or Provincial Office that has jurisdiction over the center or venue.
  7. Ask that office when you can claim the NC or COC.

On the steps page for regular qualifications, TESDA says you can claim the NC or COC seven working days after you apply for issuance. The 2025 Citizen’s Charter does not repeat that seven-day period in the provincial assessment service. The release date depends on the issuing office and the qualification. Ask the TESDA District or Provincial Office that will issue it.

A TESDA-accredited competency assessor conducts the assessment. The method depends on the qualification. It may include demonstration or observation with oral questioning, a written test, an interview, a third-party report, a portfolio, or a work project.

If you do not pass, the result is recorded on your CARS. Ask the center when you can apply again.

How to check that an NC is real

Search the record in the Registry of Certified Workers. The form asks for the last name, first name, and the first four and last four characters of the certificate number. Choose 2017 onwards or 2016 and earlier based on the issue date. The full steps, including how to download a TOP e-certificate, are in How to Download and Verify a TESDA e-Certificate.

Do not rely on a screenshot alone, or on a certificate sold without an assessment.

Frequently asked questions

Is the certificate after a TESDA online course already an NC?

No. You may receive an e-certificate of completion. An NC is for someone who passes competency assessment for the full qualification.

Where do I find an accredited assessment center?

Use TESDA’s Assessment Centers page or the Assessment Center Index. Filter by qualification and location, then confirm the schedule with the center.

What should I bring?

An application form and a completed Self-Assessment Guide. The steps page, the FAQ, and the Citizen’s Charter do not use the same photo count, so follow the center’s checklist. On assessment day, bring the admission slip. When you claim the certificate, bring your CARS, the official receipt, and a valid ID.

Is the assessment free because TOP is free?

TOP enrollment is free. The assessment fee is separate. You pay it at the assessment center, based on the fee the TESDA Board set for that qualification.

When can I claim the National Certificate?

The steps page says seven working days after you apply for issuance. The 2025 Citizen’s Charter does not repeat that period for the provincial assessment service. Ask the issuing office for the release date. Bring your CARS, official receipt, and valid ID.

If you need an NC, confirm that the qualification has a Training Regulation, choose a center accredited for that qualification, and pay only at the center’s cashier.
