Is the TESDA Online Program Legit? Certificates, Studying Abroad, and How to Enroll

Yes, the TESDA Online Program (TOP) is legitimate. It is the free online learning platform of the Technical Education and Skills Development Authority (TESDA). The official site is https://e-tesda.gov.ph.
TESDA describes TOP as Massive Open Online Courses (MOOCs) for technical education and skills development. It is intended for Filipinos, including students, out-of-school youth, unemployed adults, local and overseas workers, and professionals who want to train on their own schedule. TESDA launched TOP in 2012.
SiteDecide is an independent educational information resource and is not affiliated with TESDA. Always check official TESDA sites before you enroll or pay any fee.
For the course list and enrollment steps, see the free TESDA online courses guide.
How can you tell the site is official?
Use TESDA domains only:
- https://e-tesda.gov.ph for TOP
- https://www.tesda.gov.ph for the TESDA agency site
There is no tuition to register and enroll in TOP. If a Facebook page, messenger chat, or website that is not tesda.gov.ph or e-tesda.gov.ph asks for GCash, a “processing fee,” or a “slot reservation” to enroll you, skip it.
The official TOP site lists these contacts:
- Email: tesdaonlineprogram@tesda.gov.ph
- Telephone: (02) 8887-7777
Do you get a certificate after a TESDA online course?
You may receive an electronic certificate of completion (e-certificate) when you finish a TOP course, according to TESDA. That document is not automatically a National Certificate (NC).
Keep these separate:
| Document | How you get it | What it shows |
|---|---|---|
| Certificate of Completion / e-certificate | Finish the online course in TOP | You completed the online training |
| National Certificate (NC) | Pass TESDA competency assessment for a full qualification | Competence in all units of a qualification |
| Certificate of Competency (COC) | Pass assessment for one unit or a cluster of units | Competence in only part of a qualification |
An NC or COC is issued after assessment at a TESDA-accredited assessment center, TESDA office, or TESDA TVET assessment center. There is an assessment fee, based on fees set by the TESDA Board. That fee is separate from free online enrollment.
If an employer requires an NC, complete the related TOP course when one exists, prepare, then apply for assessment. See TESDA’s Assessment and Certification FAQ and the guide on how to get a National Certificate after a TESDA online course.
Can you take it if you are abroad?
You can study through TOP from abroad if you are Filipino, have internet access, and have an account on the official site. TESDA includes overseas workers among the people the program is meant to reach.
Online study and an NC are different steps:
- TOP lessons are online. You can open a course on a phone, tablet, or computer.
- An e-certificate of completion is for a finished online course. It is not automatically an NC.
- An NC or COC requires passing competency assessment. Finishing a TOP course is not enough by itself.
TESDA also runs an Overseas Assessment Program. Through that program, OFWs may be assessed in the country where they work, when assessment is available for that qualification. Not every country, schedule, or course is always available. Confirm with TESDA or the Migrant Workers Office (MWO) in your area before you plan around it.
Do not mix TOP enrollment with online renewal of an expired NC or COC. On 1 April 2024, TESDA announced that OFWs who are abroad can apply online to renew an expired or soon-to-expire NC or COC. That is a different service. It renews an existing certificate. It does not replace a first assessment. Details: OFWs abroad can now renew certificates online.
Is it really free?
Yes. TESDA says there is no tuition to access TOP courses.
You may still spend money on:
- Internet and a device
- An assessment fee if you apply for an NC or COC
- Travel to an assessment center, if needed
Do not pay a third party to “process” free enrollment.
Will employers accept it?
An e-certificate shows that you finished the online course. It can support a résumé if you want to show training.
If the job requires an NC or COC, you still need to pass TESDA competency assessment. Not every employer, agency, or foreign employer treats a TOP completion certificate as a substitute for an NC.
An NC is also not automatically accepted in every country. That depends on the employer, the host country, and the qualification. Check the job posting or the office asking for the document.
Finishing a course does not guarantee a job.
How can you check if a certificate is real?
For an NC or COC, search the record in TESDA’s Registry of Certified Workers.
For a TOP e-certificate, open it in the official account that took the course on e-tesda.gov.ph. It is not searched in the registry. The download steps and the NC check are in How to Download and Verify a TESDA e-Certificate. Do not rely on a screenshot alone, an edited PDF, or a link that is not on a TESDA domain.
If someone is selling a “TESDA certificate” without assessment or without enrollment on the official site, avoid it.
